This file is not part of the manual submitted to the bureau. It is the work list that has to be closed before the manual is submitted. ARM 24.301.1223(1) makes the manual a submission, ARM 24.301.1223(2) makes bureau approval of it a gate on plan review approval, and the Montana application form states that incomplete applications are returned unprocessed. A manual submitted with any marker still in it is an incomplete manual.

The open items below group those 259 bracket markers into 61 items with a single owner each. Every marker location in the two files falls under one of them. The ‡ citation check is item OI-01 and it covers all 149 of those marks in one pass.
1. The three things that block everything else#

3. The third-party inspection agency, owner: Ken#
Montana makes the agency a required field on the plan review application and ARM 24.301.1213 requires it to meet section 401 of ICC/MBI 1205. Several sections of the manual cannot be finished until an agency is under contract.

This is the block of items the honest summary of the research identified as the real critical path. The manual is writable today in every section except these, and they run on laboratory lead time.

8. Acceptance criteria for the panel, owner: engineer of record#
No published source exists for any of these. ICC/MBI 1200 §308.4‡ assigns panelized system attachment tolerance to the manufacturer of the attachment device, which answers screw edge distance and spacing and answers nothing about the panel. ACI 523.1R-06 §5.5 gives a casting tolerance only for geotechnical grade fill. PCI MNL-116-21 is the analogous published precast plant standard and has not been read by this program, so no number from it appears anywhere in this manual; if the engineer of record adopts a tolerance from it, it is adopted by analogy to a normal-weight structural precast product, not by direct application to a 35 pcf cellular concrete panel.

Two things that are not gates but that shorten the deviation report at the initial factory inspection:
- Run one full bed cycle before submitting. Cast one bed, push one panel through every station and every form, and find out whether the station descriptions and the traveler actually work. OI-29.
- Walk the insignia process through once on paper, so that the serial numbers on the traveler, on the insignia application and in the label control register all match. ARM 24.301.1243 ties them together and the 12 month expiry punishes getting it wrong. OI-73, OI-32.
15. Sequence#
The gate order is fixed by ARM 24.301.1223(2): the manual is reviewed and approved before plan review approval, and plan approval comes before the third-party initial plant certification, which comes before the first unit may legally be built for sale.
